Spatial Voice Beta is a new feature that allows people to communicate in Roblox as naturally as they communicate in the physical world.

The decision is completely up the individual game developers as to whether or not they want to allow it. If you're looking for a game to try out voice chat, Mic Up appears to be the current favorite.
