No one will be able to give you an exact answer to this. Assuming the ban wasn’t for something major and it happened a while ago then I am going to guess you are still eligible to DevEx. However I can’t be sure because Roblox themselves ultimately decide if you are eligible to DevEx.

The only way to know whether you can DevEx or not is through trying to DevEx, and the reason for that is because they don’t have enough manpower to pre-approve accounts. Regardless of how many times you’ve been banned/warned, you’re DevEx requests are usually only declined when you have a history of scamming / fraud.

By way of example, the following will disqualify you from DevEx: scamming, phishing, false advertising, attempting to exchange Robux for real currency other than through DevEx, and any illegal or unethical activities.
If an account is banned or terminated and has an active subscription to a private server, the subscription will continue after each renewal date as long as they still have sufficient Robux in the account to rent another month of the server, meaning that the banned account will lose Robux.
Small moderation infractions such as warnings will probably not affect your eligbility. If you have moderation actions for severe rule-breaking, this does not necessarily mean that you will never be able to devex.
