Users can use free models if they are not so great at scripting. However, it is encouraged to give credit to the creators of the model by listing their names in the description or in the game itself. Most old Models have been deleted. Many old Models, especially ones with scripts, have been broken due to Roblox updates.
In Roblox Studio, all models that are on-sale can be used without actually owning them. However, there is a tab in the toolbox where owned models can be used. Originally, games were also able to spawn free models from the catalog. However, this feature was later removed, likely due to the potential for exploits.
Models can be bought for free in the "models" section of the library. Accessories bought by the player are also treated as models and can be used in Roblox Studio.

They're there for a reason, my issue is when people make a game entirely out of free models I honestly couldn't care less. If you want to use something, use it. Free models are open source for everyone to use, no credit needed.
Free models are usually created and generated by Roblox users, because of this, there is a chance that the model that you have downloaded into studio might contain a “virus”. Free model viruses are attached into scripts, parts, textures and more.
The easiest way to upload them is through the Asset Manager window, accessible from the View tab in Roblox Studio. Once the window is open and the game is published, click the Import button to import one or more images.

Lua viruses are malicious scripts that spread themselves to multiple objects in one's game. Their purpose is usually to cause harsh server lag by mass-cloning themselves or their parent object...
Lua viruses cannot give hackers access to your Roblox account or harm your computer beyond the Roblox game it has infected. Infected free models only set things in your game on fire and/or make it easier for people to exploit in your game.

Roblox Studio is FREE!
However, many veteran users dislike the use of free models because it discourages creativity or effort in one's games and many contain scripts that can destroy a player's game.
Endorsed models are models that are officially selected by Roblox staff. They follow specific criteria, such as being able to run without any bugs, errors, or lag, being easy to edit, being able to run independently without having to load other models or modules, and high-quality.
