To begin, open your place in Studio. Select your Workspace from the Explorer panel (View > Explorer), and you’ll notice a brand new checkbox in the Properties (View > Properties) called “StreamingEnabled”. For most games, enabling this feature is as easy as checking that box.
Lightning Fast Loads: Streaming Is Enabled! Last month, we talked with ROBLOX Engineer Yunpeng Zhu about prototyping and testing our new streaming parts system in our test environment.
Game content streaming allows the Roblox engine to dynamically load and unload assets in regions of the world. This can improve the overall game experience in several ways, for example: Faster Load Times — Players can start playing as soon as part of the world is loaded while more of the world loads in the background.
Enabling content streaming is as simple as enabling StreamingEnabled on the Workspace object in Studio. During all phases of game development, however, be mindful of the following: Clients will not typically have the entire Workspace available locally.
When streaming is enabled, models outside of the currently streamed area will not be visible. However, you can tell Roblox to create approximate “impostor meshes” for models that are not present on clients. Level-of-detail works on a per-model basis and is selectable via the model’s LevelOfDetail property:
The StreamingEnabled property determines whether game content streaming is enabled for the place. This property is not scriptable and therefore must be set on the Workspace object in Studio. For a detailed explanation of game content streaming, best practices, and implementation notes, see Game Content Streaming.
To my understanding, it mostly changes the performance of the game. If you have a ton of parts or a huge amount of terrain it's best practice to turn it on. Here is how the Roblox wiki explains it: Game content streaming allows the Roblox engine to dynamically load and unload assets in regions of the world.

FilteringEnabled in Roblox Studio. FilteringEnabled is a feature that prevents changes done on a game client from propagating to the server. It was formerly enabled by changing the value of the FilteringEnabled property of the Workspace, but is now turned on by default and impossible to disable.
The GameplayPaused property indicates if the player is currently in a pause state in a place with StreamingEnabled activated. It is set on the client but replicated to the server.

Because the parts are streaming, some parts are not immediately visible the moment you enter. Parts near your player load first, then the load moves outward. I think this feature will really improve the ROBLOX experience for players and developers, and will help builders who have massive places gain even more traffic.
