Barns need straw to function, except for the Cow Pasture which doesn't require straw. As you might know already, Straw is a byproduct of grain crops such as Wheat and Oats. When you're harvesting these crops, you can enable the straw swath to leave a trail of straw that can later be picked up by a Forage Wagon (Shop, Tools, Forage Wagons).
The first thing you'll need is a mixer. Open the shop, go to Tools/Animals and purchase any mixer you want. Make sure to read the description and that it says it can mix TMR. You can also get a dedicated TMR mixer vehicle, but these are more expensive. They can be found in the shop in Vehicles/Animals.
TMR is important if you want to get your cows' health to 100% and increase their productivity, but you can also feed them Hay and/or Grass, which should be the most realistic option if you're just starting out with cows in your save file.
