The Home Guard. The home guard is your starting unit. For most nations it consists of 20K troops. However stronger nations get more. For example, Mexico starts of 360K troops ( 90 x 4 ). These troops will be either in the capital city, most populous cities, or large cities in general if you are a large enough country.
For small countries, it is extremely costly in manpower to use infantry in war, the 10k infantry units are easily outclassed by tanks, eventually, using too much manpower for infantry as a small country could ultimately cost you your freedom.
