You can use Tweening to move the end point left and right, but use Lerping to create the rope, based on the start, and end point. Lerping creates mid points between the start and end point, which you can use to create a rope like object out of multiple parts.
Rope physics are challenging, even in the real industry. The only somewhat reliable way of doing this in Roblox is to use a bunch of connected parts. Skinned meshes do not have physical interaction with the world. They only exist for visual effect.
Drawing ropes is Roblox is a pain. I wrote a plugin that makes creating ropes a lot easier. Introducing… RopeMaster! Use RopeMaster (In Development) and thousands of other assets to build an immersive game or experience. Select from a wide range of models, decals, meshes, plugins, or audio that help bring your imagination into reality.
It sure is doable, half life 2 has them and it’s a game from 2004, maybe roblox could at least implement rope collisions with world geometry. except if you use parts to make it collide which you would still have to make a new mesh for each rope

The BodyGyro object applies a torque (rotational force) on a BasePart such that it maintains a constant angular displacement, or orientation. This allows for the creation of parts that point in a certain direction, as if a real gyroscope were acting upon it.
