To Limit the Roblox App:
You can limit your child’s access to Roblox on their iPhone or iPad by following the steps below: Navigate to Settings, then scroll to Screen Time on an iPhone or iPad. Select Screen Time. Select “Use Screen Time Passcode” from the menu. Create a passcode. Navigate to App Limits, then Add Limit. Select Roblox after expanding the Games category.
It will not enforce a time limit. Each one of you should contact Apple Support and tell them about this. Unless Apple hears from parents, they may not even know this is an issue. Update: Strangely, Screen Time is working on Roblox now!
Enabling Account Restrictions will also set all the Contact Settings in the next step to Off. Seeing as Roblox games are meant to be social, multiplayer experiences, Roblox offers chat features within the platform. These features are optional and parents are able to limit them under the Privacy Settings.

Roblox may be designed with kids in mind, but that doesn't mean it's not fun for adults too. I got into it by playing with younger relatives and now I consider myself a regular player. While it can be a great place to find a community, I mostly play it to wind down after a long day (30 is tiring, y'all).
Enabling Account Restrictions means that your child can only access Roblox’s curated content on the platform, not user created games.

A timer would show in the top right for the game client, website, and in the top right by your username for studio (that shows how much time you have left for that 24 hours),
Pretty sure China has a global time limit that is enforced by law, not one parents can toggle. I don’t think it’s quite the same.
In addition, virtually every popular operating system has in place systems for parental contros that parents can already utilize to limit gameplay time.
But, a timer will not help a player pace their gameplay (not to mention, pacing is impossible for round-based games). So, if the timer reaches zero and they’re in the middle of an “unsavable interval” (like how round-based don’t save rounds), they’ll get kicked and that unsaved progress is lost. This can lead them to frustrate over Roblox and potentially just rage-quite entirely.
Account Restrictions will also limit play to only games that are on a pre-approved list that has been verified as appropriate by Roblox. These games may contain some mild cartoon combat, but the list is restricted to only games that are less violent and do not feature guns.
Roblox offers users of all ages the ability to socialize and play games with others in the community. There are multiple opportunities to chat with others, and various games that offer different experiences from Adventure to Combat to Role Playing, and more.

Accounts may still see games that are not on the restricted list in search results or advertised in the ads on the site when Account Restrictions are enabled. However, these games will not be playable. Users with Account Restrictions will see a message that the game is unavailable due to account restrictions settings.

I was able to SPECIFY that I wanted to set a time limit ONLY on Roblox. It will not en force a time limit.
Update: Strangely, Screen Time is working on Roblox now! I don’t know what happened—maybe there was a software update that fixed it (my son’s iPad is on auto-update).
