On March 7, 2022, Roblox enabled approved UGC accessory creators to start publishing their own 3D layered clothing items, first starting with jackets and currently allowing UGC jackets, t-shirts, and pants to be uploaded.
You need to have skill in 3D modelling and be able to make hats. Bethink is a good 3D modeller, hence why they are in the UGC program. The star creators are a different reason, and they are only allowed to upload 1 hat per month.
