Yes, ROBLOX reports DO work. I have reported many people on ROBLOX and most of them have gotten their deserved punishments to my knowledge. Although I hate to admit, I must say that I have been reported myself once or twice, and by once or twice I mean 4 times. Each time, I have gotten a 3-Day Suspension from ROBLOX. So yes, ROBLOX reports do in fact work.
Yes, sometimes but considering how many reports come in and the fact that the roblox moderation team is very small means that they cant go through every report. Rarely any bullying or other small. BUT I CAN guarantee, inappropriate games are banned, and botted.

Yep, you just have to make sure you report it for either bullying, harrassment, or inappropriate language then something might happen. I don't think any reports of exploiting or "other rule violation" even get looked at.
Edit: also don't report them from their profile unless its something in their blurb or a status they've made that's inappropriate. Unless there's a specific comment or message they've made that you can report, you're probably better off emailing info@roblox.com. Yes.
