If that’s what you’re trying to do, then it’s currently not possible as you have to be in the UGC program to be able to post UGC items in the catalog. There is only a select amount of users in the UGC program at the moment and I don’t believe we will be getting access to making our own UGC items.

UGC Catalog is Now Live! We just completed a live test of our User-Generated Content (UGC) catalog. We are now enabling everybody on Roblox to view and buy items from the UGC catalog. The UGC catalog will enable creators to publish and sell their own hats and other accessories to others on Roblox. Initially, only a select few developers will be ...
The word “UGC” stands for User Generated content. And to get in the program, you have to apply. People make meshes in blender and upload them to the catalog for people to wear as a accessory and put it on their avatar. Also, if your item gets taken down, those people who bought your accessory will get a refund.
You need to have skill in 3D modelling and be able to make hats. Bethink is a good 3D modeller, hence why they are in the UGC program. The star creators are a different reason, and they are only allowed to upload 1 hat per month.
YouTube videos and Twitch streams are UGC. So are the in-game applications or modification packs used by Roblox or Minecraft players. Cosplayers are sometimes described as UGC creators, as are writers and photographers.
You need permission from any UGC creator to use their content. UGC is intellectual property; using it without the rights to do so is a copyright infringement.
However, since UGC items cannot currently be free, we're still working on the best way to enable rewarding them as prizes.

User-generated content (UGC) entered the mainstream in 2005 and covers a wide range of media including websites like YouTube, Wikipedia, as well as games, such as ROBLOX. UGC typically provides a space for open collaboration, and flexible licensing agreements to reduce the barriers for creation and discovery.
It costs 750 Robux to upload any type of accessory. When uploading, the accessory must have Plastic material.
You need to be 13 to do the application. I've also heard before that you need to have Discord to apply, since there is a UGC discord server exclusively for UGC creators.
