Thousands of roblox reports are sent everyday and even more are false reports just to get a user banned. Mostly it does work, it doesn't have that many staff, and they aren't perfect. The reason why people call it, cause there's a thing called Fast Track, if you get many reports right, you get added, and your reports will now get review first.
Yes, ROBLOX reports DO work. I have reported many people on ROBLOX and most of them have gotten their deserved punishments to my knowledge. Although I hate to admit, I must say that I have been reported myself once or twice, and by once or twice I mean 4 times. Each time, I have gotten a 3-Day Suspension from ROBLOX. Yep, you just have to make sure you report it for either bullying, harrassment, or inappropriate language then something might happen. I don't think any reports of exploiting or "other rule violation" even get looked at.
Edit: also don't report them from their profile unless its something in their blurb or a status they've made that's inappropriate. Unless there's a specific comment or message they've made that you can report, you're probably better off emailing info@roblox.com. Yes.
