In a nutshell, Roblox has removed audios/music from experiences because of the new & major privacy settings changes. This has been done to protect the rights of the content creator and most likely, also to protect the platform from copyright-related issues.
NCS music is only copyright-free for use in social media postings, commercial use such as on Roblox is not eligible under their license. You will need to find completely free music, even for commercial use, or use the APM/Monstercat library provided by Roblox.

An image can easily be Moderated within 3 seconds, but audio needs to fully played. This means a 4 minute song requires 4 minutes to approve. I believe Roblox requires 2 moderators to approve audio, so this doubles the time requirement.

Roblox offers developers many ways to make their experiences immersive and dynamic. One of these ways is through the use of audio, which players can add to their places as background music, narration, sound effects and more!
Players can upload mp3s or OGG files. Please be aware that attempting to upload in any other format runs the risk of error where the file will not function properly.
Uploading can easily be done through the roblox.com website. To do this:
Once uploaded, the audio file can be further customized on the Configure page. To locate this page, click on the gear-icon located to the right of the uploaded file in the Audio tab of your Create section.
There are a number of creative ways that our developers can use sound. For details on how to do this, please see the Sounds and Music Developer Hub article .
A wide array of free-to-use audio can be searched for in the Toolbox. Click the Marketplace tab and select Audio from the menu. Click the button and then, in the Creator field, type ROBLOX. Select the first option to sort results by legal, free-to-use audio published by Roblox.
If the source part/attachment already exists in a place, you can add a positional sound directly within Studio: In the Explorer window, insert a new Sound object as a child of the source object. Select the new sound object and, in the Properties window, locate its SoundId property.
Audio can be previewed directly within Studio by clicking the play button in the corner of each listing. Once you locate an audio file to use, right-click the item and select Copy Asset ID (this ID will be required for playback testing below).
Combined creatively, these can set an atmospheric or exciting tone, build suspense, and bring life to your game’s characters.
Sound effects for interactive GUI objects can be played using the audio module above. Instead of playing a sound immediately, however, you can hook it up to the GuiButton/Activated|Activated event listener for the button.
On Roblox, uploading audio files comes at a small cost in Robux — this accounts for the time it takes moderators to review every sound file that users upload.
All the Licensed Music is available in Studio in the Toolbox and is marked as "by Roblox."
If you do not own or have a license to the music in your game (or if you are not sure), you should replace it immediately. You can replace the music in your game with one of the newly licensed tracks mentioned above, with original music, or with music for which you are certain you possess all necessary rights. Additional Help.
Roblox has signed a license agreement with APM Music that will provide our users with access to hundreds of thousands of tracks ("Licensed Music") for inclusion in their games on Roblox. Even better, all of this Licensed Music is royalty free for use on the Roblox platform!
The Licensed Music can only be used on the Roblox platform and may not be downloaded.
In addition to using these tracks as-is from the Toolbox, you can use the Studio sound properties to create derivative works of the Licensed Tracks solely within your game on Roblox. You can find more information about these properties on the Sounds page.
